Original Vintage Illustration of a Pretty Lady with Feathered Hat

A very nice circa 1940s Original Illustration of a Lady. The Lady is wearing a feathered hat. She is worked in a combination of pastels and gouache on paper and is signed, the name is very stylized and might be "Quinn"? The Illustration is in a wood frame complete with glass, overall dimensions are 12 3/4" wide x 16 3/" high, it is in very good overall condition. There is some toning to the mat and wear to the finish on the frame, see photos.
